Consent Management in Digital Public Infrastructures

Our work is aimed at resolving consent for open-ended data sharing in Digital Public Infrastructures (DPIs). In this regard, Government of India introduced a consent management framework under Data Empowerment and Protection Architecture (DEPA) as shown in the diagram below.

The DEPA model obtains consent from an individual explicitly. But in the case of DPIs data may be shared by individuals/organisations in an open-ended manner. Such explicit consent request and choice may not suffice here. We propose policy-based consent as an alternative  to this wherein consensual data sharing is driven by user/organisation policy.  

Through our work we make the following contributions : 

  1. A mechanism to share data accounting for 4 dimensions of consent – ownership, policy/regulatory compliance, access control and post-access conditions.  
  2. A consent management approach with principles of meaningful consent embedded in it. 
  3. A mechanism to evaluate policies
